Smith says despite the federal government changing the federal tobacco age to 21, the state tobacco age is still 18, which is causing retailers and law enforcement confusion. In Minnesota, 75 communities have already adopted local Tobacco 21 policies, including Austin, Albert Lea and Waseca locally.
